September 5, in the Committee of Verkhovna Rada of Ukraine on Taxation and Customs Policy held a round table on “Ukrainian business is waiting for real tax reform.” It was organized by the business weekly “Business” and Ukrainian Business Association with the support of the Verkhovna Rada of Ukraine for tax and customs policy.

Opened the meeting moderators – Chairman of the Verkhovna Rada of Ukraine on Taxation and Customs Policy, Nina Yuzhanina and chief editor of the business weekly “Business” Vladimir Chepovyy who assured participants that are ready for dialogue and stressed that for real change, we have to go step by step, discussing and debating.

In the discussion participants discussed the question whether a genuine reform of the redistribution of powers between the Ministry of Finance of Ukraine and the State fiscal authorities and to affect the proposed changes (introduction of a single public register of applications for refund of value added tax, administration of databases by Ministry of finance, transfer order budget refund of tax Ministry of Finance, etc.) on the improvement of the administration and reimbursement of VAT. It was also considered the taxation of wages and tax system reform as a condition of the economy emerges from the shadows.

President LIOU Alexander Filonyuk drew attention to the problem of double taxation of insurance services (payment) at the rate of 3% and 18%, noting that the League of Insurance Organizations of Ukraine, taking responsibility for their actions and conscientious payment of taxes through people’s deputies initiated the registration of the Law of Ukraine “On amendments to the tax Code of Ukraine concerning the taxation of insurance and income related to insurance” (registration №3668 from 17.12.2015 g.), which resolved the issues raised and on which work is conducted within the framework of the Verkhovna Rada of Ukraine on tax and customs policy and profile working group established at the Committee. Alexander Filonyuk stressed that the results of the meeting the parties agreed to consider several models of income taxation insurer and choose the best option, based on the responsible position of the insurance business and the partnership between the public and private sector. In addition, agreement was reached on the preparation of proposals to “tax from citizens income” tax on insurance payments under contracts with private insurance and decided to continue work under the Verkhovna Rada of Ukraine for tax and customs policy.

Participated in the round table Evhen Kapinus, Deputy Minister of Finance of Ukraine; Larisa Bondar, the first deputy head of the Office of the large taxpayers of the State Fiscal Service of Ukraine; Ukraine deputies, leaders and experts of public organizations, business representatives and media. League of Insurance Organizations of Ukraine at the meeting presented the President LIOU Alexander Filonyuk, Advisor to the President LIOU Natalia Hudyma, Chairman of the finance and investment committee LIOU Yuri Kvasha and director of information policy LIOU Irina Denisova.
