When state insurance medicine is going to be introduced the state intends to cover the spending on the recovery of the sick through a state insurance company, Ukrainian Prime Minister Arseniy Yatsenyuk said in parliament on Friday during the Cabinet hour.
“The second set that we propose is the introduction of state insurance medicine so that any person would know that he/she has state insurance and if something happens to his/her health the state will cover the relevant expenses through the state insurance company,” he said.
The premier admitted that Ukraine has free healthcare only as a phrase in the constitution but not in reality. Therefore, he said, the state is obliged to guarantee emergency assistance and a basic standard of medical assistance from the state budget.
The prime minister said that the introduction of insurance medicine will permit this sector to develop because it will have a clear system of financing, definite medical protocols for each ailment, a clear price attached to the medical protocol and as a consequence clear guarantees of extending services and paying for them. This requires the adoption of a package of bills that are currently handled by parliament.
