11 травня Ліги страхових організацій України провела Спільне засідання Президії та Ради ЛСОУ. Його учасники розглянули ключові питання галузі, підтримали Концепцію впровадження обов’язкового медичного страхування та зазначили важливість системних та організаційних змін у роботі страхового ринку.
Президент ЛСОУ Олександр Філонюк проінформував присутніх про діяльність Ліги страхових організацій України за звітний період у напрямках нормативно-правового вдосконалення страхового ринку України, захисту інтересів страховиків, нових напрямків роботи та подальших планів діяльності ЛСОУ, організаційно-методичної роботи та ін.
Запрошений на засідання Член Національної комісії, що здійснює державне регулювання у сфері ринків фінансових послуг Олександр Залєтов та Віце-президент ЛСОУ Лариса Голозубова ознайомили присутніх щодо регуляторної діяльності Нацкомфінпослуг та ініціатив ЛСОУ з зазначених питань. Серед основних законопроектів у сфері страхування, які в органах державної влади супроводжує Ліга, – проект Закону України «Про страхування» № 1797-1 від 06.02.2015 р.; проект Закону України «Про внесення змін до деяких законодавчих актів України щодо удосконалення захисту прав споживачів фінансових послуг» № 2456-д від 29.12.2015 р.; проект Закону України «Про внесення змін до деяких законодавчих актів України щодо врегулювання особливостей ліцензування господарської діяльності з надання фінансових послуг» № 3739 від 29.12.2015 р.; проект розпорядження Нацкомфінпослуг «Про визнання такими, що втратили чинність, деяких розпоряджень Держфінпослуг з питань ліцензування діяльності з надання фінансових послуг», оприлюднений на сайті Нацкомфінпослуг 04.04.2016 р.; доопрацьований проект розпорядження Нацкомфінпослуг «Про внесення змін до деяких нормативно-правових актів Державної комісії з регулювання ринків фінансових послуг України та визнання таким, що втратило чинність, розпорядження Державної комісії з регулювання ринків фінансових послуг України від 22 листопада 2005 року №4934», оприлюднений на сайті Нацкомфінпослуг 02.03.2016 р. та проект розпорядження «Про затвердження Порядку реєстрації правил страхування для конкретного виду страхування, а також змін та/або доповнень до цих правил та внесення змін до Ліцензійних умов провадження страхової діяльності», оприлюднений на сайті Нацкомфінпослуг 29.02.2016 р.
Також в рамках порядку денного засідання було розглянуто питання про підготовку страховиками до набрання чинності розпорядження Нацкомфінпослуг «Положення про обов’язкові критерії та нормативи достатності, диверсифікованості та якості активів страховика, що затверджено розпорядженням Нацкомфінпослуг від 23 лютого 2016 року №396, зареєстрованим в Міністерстві юстиції України 21 березня 2016 року за №417/28547. Спікерами виступили директор департаменту страхового регулювання і нагляду Нацкофінпослуг Юлія Христолюбська, голова Фінансово-інвестиційного комітету ЛСОУ Юрій Кваша та Віце-президент ЛСОУ Лариса Голозубова.
За результатами розгляду цього питання Дирекції ЛСОУ доручено взяти участь в опрацюванні змін до Положення про обов’язкові критерії та нормативи достатності, диверсифікованості та якості активів страховика та звернутися до членів ЛСОУ щодо надання пропозицій, зауважень стосовно Положення про обов’язкові критерії та нормативи достатності, диверсифікованості та якості активів страховика.
Концепцію впровадження обов’язкового медичного страхування презентували Голова Комітету ЛСОУ з питань медичного страхування Юрій Гришан та експерт з медичного страхування Інституту Ризику Віктор Дольнік.
Виступаючи перед учасниками Спільного засідання Президії та Ради Ліги страхових організацій України Президент ЛСОУ Олександр Філонюк нагадав, що Ліга більше 10 років виходить з ініціативою імплементації пропозицій страховиків щодо участі страхового ринку України в побудові системи обов’язкового медичного страхування, і наголосив, що сьогодні Ліга страхових організацій України разом з новим урядом та народними депутатами почали проводити консультації з цих питань.
Учасники спільного засідання Президії та Ради ЛСОУ схвалили запропоновану Концепцію впровадження обов’язкового медичного страхування та доручили Комітету ЛСОУ з питань медичного страхування розробити план заходів щодо її реалізації.May 11 League of Insurance Organizations of Ukraine held a joint meeting of the Presidium and Council of LIOU. The participants discussed the key issues of the industry, supported the Concept introduction of compulsory health insurance and noted the importance of systemic and organizational changes in the insurance market.
President Alexander LIOU Filonyuk informed participants about the activities of the League of Insurance Organizations of Ukraine during the reporting period in the areas of regulatory improvement of Ukraine’s insurance market, protect the interests of insurers, new areas of work and future plans of LIOU, organizational and technical work and so on.
Invited to the meeting Member of the National Commission for State Regulation of Financial Services Markets (National Commission) Alexander Zaletov and Vice President of LIOU Larissa Holozubova briefed the participants on regulatory activities of National Commission and initiatives of LIOU on these issues. Among the bills of insurance, which in state authorities accompanies League – Draft Law of Ukraine “On insurance» № 1797-1 from 06.02.2015 p .; Draft Law of Ukraine “On amendments to some legislative acts of Ukraine concerning improvement of protection of consumers of financial services» № 2456-d from 29/12/2015; Draft Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine regarding the settlement of licensing features business of providing financial services» № 3739 from 29.12.2015; National Commission draft decree “On ceasing to be invalid some orders of the State Commission for the licensing of financial services”, released on the website National Commission 04.04.2016; National Commission revised draft order “On amendments to some legislative acts of the State Commission for Regulation of Financial Services Markets of Ukraine and the recognition of such invalid the order of the State Commission for Regulation of Financial Services of Ukraine on November 22, 2005 №4934», published on web-site of National commisssion 03.02.2016 p. and draft order “On approval of rules of registration of insurance for a specific type of insurance, as well as changes and / or additions to these rules and amendments to the licensing conditions of insurance”, published on the website National Commission 29/02/2016.
Also as part of the agenda of the meeting was to consider preparing by insurers the entry into force an order of National Commission “Regulations on the required criteria and standards of adequacy, asset quality and diversification insurer approved by National Commission order from February 23, 2016 №396, registered in the Ministry of Justice of Ukraine March 21, 2016 for №417 / 28547. The speakers were Director of insurance regulation and supervision of National Commission Julia Hrystolyubska, chairman of the Finance and Investment Committee LIOU Yuri Kvasha and Vice President of LIOU Larissa Holozubova.
After reviewing the issue LIOU Directorate instructed to participate in the elaboration of amendments to the Regulation on mandatory criteria and standards of adequacy, diversification and quality assets of the insurer and seek LIOU members to provide suggestions, comments relating to provisions on mandatory criteria and standards of adequacy, diversification and quality assets of the insurer.
Concept introduction of compulsory health insurance presented by the Chairman of the Committee of LIOU on health insurance Yuri Gryshan and health insurance expert of the Institute of Risk Victor Dolnik.
Speaking at the Joint meeting of the Council and Presidium of the League of Insurance Organizations of Ukraine President of LIOU Alexander Filonyuk recalled that the League more than 10 years out of the initiative implementation of the proposals pf insurers on the participation of the insurance market of Ukraine in building a system of mandatory health insurance, and stressed that the League of Insurance organizations of Ukraine with the new government and the public deputies started to consult on these issues.
Participants of the joint meeting of the Council and Presidium of LIOU approved proposed Concept of introduction of compulsory health insurance and instructed the Committee of LIOU on health insurance to develop an action plan for its implementation.
