2 вересня Ліга страхових організацій України провела Спільне засідання Президії та Ради ЛСОУ. Його учасники розглянули ключові питання галузі, підтримали приєднання до Платформи «Податки для економічної свободи» та зазначили важливість послідовних системних змін.
Президент ЛСОУ Олександр Філонюк проінформував присутніх про діяльність Ліги страхових організацій України за звітний період у напрямках нормативно-правового вдосконалення страхового ринку України, законодавчої роботи та подальших планів діяльності ЛСОУ.
Він зазначив, що сьогодні ЛСОУ приділяє велику увагу вирішенню проблемних аспектів та роз’яснення суперечності з питання відокремлених підрозділів страхових компаній. ЛСОУ пропонує внести зміни до Положення про Державний реєстр фінансових установ, зокрема, щодо поняття відокремленого підрозділу страховика, відмежувавши його від структурного підрозділу (дати визначення «відокремленого підрозділу, що підлягає внесенню в обидва реєстри) і «структурних підрозділів, які хоч і мають ознаки відокремлених, але інформація про які повинна бути розміщена тільки на сайті страховика. Це, зокрема, те право юридичної особи, яке визначено ст. 64 Господарського кодексу України, щодо самостійного визначення статус підрозділів, що складають його мережу. «Найближчим часом ми очікуємо лист від Міністерства юстиції України з роз’ясненнями щодо питання реєстрації відокремлених підрозділів страхових компаній», – зазначив Президент ЛСОУ. Окрім того, Олександр Філонюк нагадав, що за результатами наради, проведеної 29 серпня на звернення ЛСОУ за участі членів Нацкомфінпослуг Дениса Ястреба та Ольги Максимчук, Ліга страхових організацій України має подати свої доопрацьовані пропозиції змін до Положення про Державний реєстр фінансових установ.
Запрошені на засідання Член Національної комісії, що здійснює державне регулювання у сфері ринків фінансових послуг Олександр Залєтов та директор департаменту страхового регулювання і нагляду Нацкомфінпослуг Юлія Христолюбська виступили щодо проекту розпорядження Нацкомфінпослуг «Про внесення змін до Методики формування страхових резервів за видами страхування, іншими, ніж страхування життя та Положення про обов’язкові критерії та нормативи достатності, диверсифікованості та якості активів страховика».
Також в рамках порядку денного засідання було розглянуто питання про зареєстровані в Верховній Раді України законопроекти щодо обов’язкового медичного страхування. З цього питання виступив Голова Комітету ЛСОУ з питань медичного страхування Юрій Гришан. Як вже повідомлялось, учасники минулого спільного засідання Президії та Ради ЛСОУ схвалили Концепцію впровадження обов’язкового медичного страхування та доручили Комітету ЛСОУ з питань медичного страхування розробити план заходів щодо її реалізації.
Учасники спільного засідання Президії та Ради ЛСОУ схвалили підписання Декларації про приєднання до Платформи «Податки для економічної свободи». Виступаючи перед присутніми координатор Платформи Олег Лиховид зазначив, що для формування зваженої пропозиції змін у податковій системі Платформа сформувала пул провідних експертів у цій царині, при цьому первинна концепція змін вже напрацьована ініціаторами, і зараз експерти готуватимуть аналітичні матеріали, розрахунки та пропозиції конкретних норм для зміни законодавства.

LIOU President Alexander Filonyuk informed participants about the activities of the League of Insurance Organizations of Ukraine during the reporting period in the areas of regulatory improvement of Ukraine’s insurance market, legislative work and future plans of LIOU.
He noted that LIOU pays great attention to solving problematic issues and clarify the contradictions on the separate divisions of insurance companies. LIOU proposes to amend the Regulation on the State Register of financial institutions, in particular the concept of separate division insurer, separating it from the structural unit (give the definition of “separate unit to be paid to both registers) and” structural units, which, although have signs isolated , but the information which must be placed only on the insurer. In particular, the legal entity that is defined art. 64 Commercial Code of Ukraine regarding the status of self-determination units that make up its network. “In the near future we expect a letter from the Ministry of Justice of Ukraine on clarification of the registration of separate divisions of insurance companies” – said President LIOU. In addition, Alexander Filonyuk said that by the results of the meeting held on August 29 to request of LIOU involving members of National Commission for State Regulation of Financial Services Markets Denis Yastreb and Olga Maksymchuk, League of Insurance Organizations of Ukraine must submit their proposals finalized amendments to the Regulation on the State Register of financial institutions.
Invited to the meeting Member of the National commission for state regulation of financial services markets Alexander Zaletov and Director of Insurance Regulation and Supervision department of National commission for state regulation of financial services Julia Hrystolyubska presented on the draft order of National commission “On Amendments to the methodology of forming insurance reserves by type of insurance other than insurance life and Regulation on mandatory criteria and standards of adequacy, diversification and quality assets of the insurer. ”
Also as part of the agenda was the question on registered in Verkhovna Rada of Ukraine bills on obligatory medical insurance. On this question presneted LIOU Chairman of the Committee on Health Insurance Yuri Gryshan. As previously reported, the participants of the last joint meeting of LIOU Presidium and the Council approved the Concept of introduction of compulsory health insurance and instructed the LIOU Committee on health insurance to develop an action plan for its implementation.
Participants of the joint meeting of LIOU Presidium and the Council approved the signing of the Declaration of joining the Platform “Taxes for economic freedom.” Acting in front the audience coordinator of Platform Oleg Lykhovyd noted that the formation of a balanced proposal of changes in the tax system platform formed a pool of leading experts in this field, and the primary concept of change is already developed by initiators, and now experts will prepare analyzes, calculations and proposals for specific regulations to change legislation.
