17 травня 2019 року в залі засідань Українського союзу промисловців і підприємців відбулось засідання Координаційної ради Платформи Національної стратегії охорони здоров’я України.
Учасники говорили про необхідність прискорення розробки щорічної Національної доповіді «Про стан здоров’я населення та ефективність функціонування системи охорони здоров’я України» як передумови не лише фундаментальних реформ системи, але й поточних змін в будь-яких її сферах.
Було поінформовано, що в квітні ц.р. бюро Президії Академії медичних наук розглянуло проблему підготовки Національної доповіді, створило робочу групу, до складу якої увійшло кілька представників Координаційної ради Платформи Національної стратегії охорони здоров’я України, ухвалили рішення направити листа до Прем’єр-міністра країни з вимогою підготувати відповідну постанову КМУ, оскільки за законом Національна доповідь з охорони здоров’я робиться за замовленням держави. Учасники засідання наголосили, що принципово важливим є, щоб доповідь готувала група з Академії медичних наук, а не з інститутів, які підпорядковані Міністерству охорони здоров’я, оскільки аналітичний документ такого рівня з практичними рекомендаціями має бути зроблений саме незалежною структурою.
Учасники Координаційної ради Платформи Національної стратегії охорони здоров’я України визначили підготовку Національної доповіді «Про стан здоров’я населення та ефективність функціонування системи охорони здоров’я України» своєю найголовнішою справою на найближчий період, оскільки показники здоров’я, демографічного стану населення країн стрімко погіршуються. Так, за перший квартал 2019 р. на сто померлих припадає всього 48 новонароджених.
Координаційна рада Платформи Національної стратегії охорони здоров’я України звернулася до Національного форуму «Трансформація України» з пропозицією створення сектору охорони здоров’я. Сектор займатиметься аналізом результатів нинішньої державної політики в цій сфері, сформулює роль і завдання Національної стратегії охорони здоров’я України, наполягатиме на обов’язковості щорічної підготовки Національної доповіді.
Фахівці сектору беруться затвердити редакцію засад Національної стратегії охорони здоров’я України, що сформовані в результаті загальнонаціонального обговорення – як основу відповідного комплексного системного законопроекту, та готові домагатися його доопрацювання і прийняття в парламенті.
Було вирішено у вересні цього року провести розширений форум «Трансформація України. Сектор Охорона здоров’я».
Засідання Координаційної ради Платформи Національної стратегії охорони здоров’я України ухвалило рішення про прийом нових членів, в тому числі голову Комітету ВРУ з питань охорони здоров’я О.В.Богомолець, ухвалило звіт про роботу за попередній період.
Серед учасників засідання — представники органів державної влади, медичної спільноти, громадських організацій, експертів у сфері охорони здоров’я та провідних ЗМІ. Лігу страхових організацій України представили Президент ЛСОУ Олександр Філонюк та Тетяна Бутківська, Голова Комітету ЛСОУ з питань медичного страхування та Співголова Координаційної ради.
Нагадаємо, що згідно підписаного 10 березня 2017 року Меморандуму про співробітництво між Об’єднанням організацій роботодавців України, Всеукраїнською громадською організацією «Український союз промисловців і підприємців», Національною академією медичних наук України, Лігою страхових організацій України, Громадською організацією «Українська асоціація сприяння охороні здоров’я населення» сторони погодилися розглядати їх співробітництво як інструмент реалізації послідовної державної політики формування ефективної системи охорони здоров’я, шляхом участі у розробці нормативно-правових актів, документів і планів спільної діяльності.On May 17, 2019, a meeting of the Coordinating Council of the National Health Strategy National Strategy Platform took place in the session hall of the Ukrainian Union of Industrialists and Entrepreneurs.The participants talked about the need to accelerate the development of the annual National Report “On the state of health of the population and the effectiveness of the functioning of the Ukrainian health care system” as a precondition for not only fundamental reforms of the system, but also current changes in any of its spheres.
It was informed that in April this year Bureau of the Presidium of the Academy of Medical Sciences considered the problem of preparing the National Report, created a working group composed of several representatives of the Coordinating Board of the National Health Strategy National Platform, decided to send a letter to the Prime Minister of the country requesting to prepare a corresponding resolution of the Cabinet of ministers of Ukraine, because according to the law, the National Health Report is made at the request of the state.
Participants of the Coordinating Council of the National Health care Strategy Platform have determined the preparation of the National report “On the state of health of the population and the effectiveness of the functioning of the health care system of Ukraine” as its most important case for the near future, as indicators of health, demographic status of the population of the countries are rapidly worsen Thus, for the first quarter of 2019, only one hundred dead have a total of 48 newborns.
The Coordinating Council of the Platform of the National Health Care Strategy of Ukraine appealed to the National Forum “Transformation of Ukraine” with the proposal to create a health sector. The sector will analyze the results of the current state policy in this area, formulate the role and tasks of the National Health Care Strategy of Ukraine, and insist on the mandatory preparation of the National Report.
The specialists of the sector are determined to approve the editorial board of the National Health Strategy of Ukraine, formed as a result of a national discussion, as the basis for a comprehensive systemic bill, and are ready to seek its revision and adoption in Parliament.
It was decided in September this year to hold an expanded forum “Transformation of Ukraine. Health Sector ».
The meeting of the Coordinating Council of the National Health Strategy of Ukraine Platform decided on the appointment of new members, including the chairman of the Verkhovna Rada Committee on Health Care O. Bogomolets, approved a report on work in the previous period.
Among the participants in the meeting are representatives of state authorities, medical community, public organizations, experts in the field of health care and leading mass media. The League of Insurance Organizations of Ukraine was introduced by the President of LIOU Oleksandr Filonyuk and Tetyana Butkivska, Chairman of the LIOU Medical Insurance Committee and Co-Chairmen of the Coordination Council.
Remind, that according to the signed on March 10, 2017, the Memorandum on cooperation between the Association of Employers of Ukraine, the All-Ukrainian public organization “Ukrainian Union of Industrialists and Entrepreneurs”, the National Academy of Medical Sciences of Ukraine, League of Insurance Organizations of Ukraine, the Public Organization “Ukrainian Association for the Promotion of population health protection”, the parties agreed to consider their cooperation as an instrument for implementing a consistent state policy for the formation of an effective system of health protection through participation in the development of regulations, documents and plans for joint activities.
