XII Міжнародна Карпатська страхова конференція, що проходила з 17 по 20 лютого 2016 року, завершила свою роботу. Організаторами конференції виступили Ліга страхових організацій України та Центр бізнес-стратегій «Перспектива».
XII Міжнародна Карпатська страхова конференція проходила у форматі круглих столів, дискусій, ділових зустрічей та тематичних конференцій. Цього року її учасниками стали представники страхових ринків Австрії, Великобританії, Грузії, Латвії, Польщі, Німеччини, України. Це керівники та представники органів державної влади, менеджери страхових компаній, перестраховики, брокери, інвестиційні, юридичні компанії, фінансові аналітики, науковці, журналісти.
Відкриваючи захід Олександр Філонюк, Голова Оргкомітету Конференції, Президент Ліги страхових організацій України, побажав учасникам і гостям конференції плідної та активної співпраці у вирішенні спільних завдань страхового ринку і наголосив, що Міжнародна Карпатська страхова конференція стала професійною площадкою, де щорічно підбиваються підсумки минулого року та обговорюються плани галузі на наступні періоди. «Сучасний світ міняється досить швидко, тому страхова галузь повинна адекватно оцінювати ризики, загрози, тенденції, й приймати рішення для успішного розвитку бізнесу», — зазначив Президент ЛСОУ.
Роботу форуму розпочала конференція «Фінансові послуги в Україні: стан та перспективи». Учасники обговорили питання щодо Комплексної програми розвитку фінансового сектору України до 2020 року, міжнародної практики та стандартів діяльності страхових ринків, макроекономіки держави та її інноваційних пріоритетів. Також темами обговорення стали законодавчі основи розвитку страхування в Україні, механізми державного регулювання фінансових послуг в Україні, питання консолідації функцій по державному регулюванню ринків фінансових послуг та напрямки роботи Національної комісії, що здійснює державне регулювання у сфері ринків фінансових послуг на 2016 рік. З цих питань виступили Олександр Залєтов, Член Національної комісії, що здійснює державне регулювання в сфері ринків фінансових послуг; Денис Ястреб, Член Національної комісії, що здійснює державне регулювання в сфері ринків фінансових послуг; Тетяна Боцула, Головний консультант Комітету з питань фінансів і банківської діяльності Верховної Ради України; Михайло Кухаренок, Керівник філіалу General Reinsurance AG Filiale Riga (Латвія) та Олександр Філонюк, Президент Ліги страхових організацій України.
Продовжила роботу першого дня конференція «Страхування в Україні: проблеми і перспективи». Її учасники розглянули міжнародні фінансові ринки: їх стан та перспективи, сучасні тенденції розвитку страхування життя та пенсій, моторне страхування: нові стандарти та виклики. Також обговорювались шляхи реформування охорони здоров’я та медичне страхування, питання безпеки ядерних об’єктів та їх страхування, міжнародна практика діяльності страхових посередників, основні вимоги до ризик-менеджменту в перестрахуванні, страхування ризиків в аграрному секторі, туристичне страхування і його значення для подорожуючих. В дискусії виступили Олександр Залєтов, член Нацкомфінпослуг; Віталій Нечипоренко, Керуючий Партнер Центру бізнес стратегій «Перспектива»; Андрій Заріпов, Радник з питань агрострахування, Міжнародна фінансова корпорація Групи Світового банку; Лариса Голозубова, віце-президент ЛСОУ; Андрій Перетяжко, Перший віце-президент СК «АХА Страхування», Президент УФУ; Юрій Гришан, Генеральний директор групи страхових компаній «Іллічівське», Президент МТСБУ. Також серед доповідачів цієї конференції — Олександр Бабенко, Генеральний директор Ядерного Страхового пулу України; Галина Ким, директор СК «Укрфінстрах» та Антон Кияшко, Генеральний директор СК «Нафтагазстрах». Перший день роботи XII Міжнародної Карпатської страхової конференції продовжується у форматі ділових зустрічей.
19 лютого, другий день роботи XII Міжнародної Карпатської страхової конференції розпочала дискусія «Моторне страхування в Україні». В дискусії виступили Денис Ястреб, Член Національної комісії, що здійснює державне регулювання в сфері ринків фінансових послуг; Тетяна Боцула, Головний консультант Комітету з питань фінансів і банківської діяльності Верховної Ради України; Володимир Шевченко, Генеральний директор МТСБУ; Віталій Петровський, Голова Правління СК «Оранта-Січ»; Володимир Ганчак, Радник СК «Вієна Іншуранс Груп»; Сергій Авдєєв, Голова правління СК «Арсенал Страхування» та інші. Спікери дискусії окреслили проблемні питання галузі та розглянули шляхи їх вирішення. Тему регресних виплат у своїй доповіді підняла Наталія Ігнатенко, представник юридичної компанії A.S.A. GROUP.
Роботу страхової конференції продовжило засідання круглого столу «Сучасні технології в страхуванні і їх вплив на розвиток бізнесу», в обговоренні теми якого виступили Член Нацкомфінпослуг Олександр Залєтов, директор компанії «Плюс Вибір» Валерій Суксін; Анатолій Цицюра, General Reinsurance (Німеччина); Павло Лозневий, Директор компанії «FLYRE»; Андрій Педько, експерт в галузі корпоративного управління, Національна металургійна академія України; Андрій Таганський, Генеральний директор «NEXSTEPSOLUTIONS»; Олег Плахтій, директор інституту аналізу ризику та ін.
Завершили роботу конференції засідання круглого столу «Ефективне управління страховими резервами: диверсифікація ризиків», в якій виступили представники «ICU Україна» і зазначили важливість вибору фінансових інструментів для виконання страховиками своїх зобов’язань перед клієнтами, та дискусія «Прогнози розвитку світової економіки. Стан реалії та Перспективи України в 2016 році» за участі Еріка Наймана, Керуючого партнера «Capital Times» та Станіслава Дубка, Генерального директора Українського кредитно-рейтингового агентства.
Серед першочергових заходів Президент ЛСОУ назвав необхідність прийняття та внесення змін до профільних законів та нормативних актів України. Серед них – Закон України «Про страхування» у новій редакції, Закон України «Про медичне страхування», Закон України «Про обов’язкове страхування цивільної відповідальності власників транспортних засобів», Закон України «Про обов’язкове страхування цивільної відповідальності перевізника за заподіяння шкоди пасажирам», Податковий кодекс України та інші законодавчі і нормативні акти, що регламентують страхову діяльність.
За результатами роботи учасники XII Міжнародної Карпатської страхової конференції прийняли Резолюцію.XII International Carpathian Insurance Conference, held from 17 to 20 February 2016 and completed its work. XII International Carpathian Insurance Conference held in round table discussions, business meetings and case conferences. This year the participants were representatives of insurance markets of Austria, Great Britain, Georgia, Latvia, Poland, Germany and Ukraine. They are heads and representatives of public authorities, managers of insurance companies, reinsurers, brokers, investment, law firms, financial analysts, academics and journalists.
Opening the event, Alexander Filonyuk, Chairman of the Organizing Committee of the Conference, President of the League of Insurance Organizations of Ukraine wished participants and guests of the conference fruitful and active cooperation in solving common problems of the insurance market and stressed that the International Carpathian Insurance Conference has become a professional platform where every year takes stock of the past year and discussed industry plans for subsequent periods. “The modern world is changing quickly, so the insurance industry must adequately assess the risks, threats, trends, and make decisions for successful business development”, – said President LIOU.
The forum started conference “Financial services in Ukraine: state and prospects”. Participants discussed the comprehensive Program of Ukraine’s financial sector by 2020, international practice and standards of insurance markets, macroeconomics state and its innovation priorities. Also topics of discussion were the legislative basis for the development of insurance in Ukraine, the mechanisms of state regulation of financial services in Ukraine, the issue of consolidation of functions on state regulation of financial services and activities of the National Commission for State Regulation of Financial Services Markets in 2016. These issues were performed by Zaletov Alexander, Member of the National Commission for state regulation in the field of financial services; Dennis Yastreb, Member of the National Commission for state regulation in the field of financial services; Tatiana Botsula, Chief Consultant of the Committee on Finance and Banking of the Verkhovna Rada of Ukraine; Michael Kuharenok, Branch Manager General Reinsurance AG Filiale Riga (Latvia) and Filonyuk Alexander, President League of Insurance Organizations of Ukraine.
Continued work on the first day conference “Insurance in Ukraine: problems and prospects”. The participants discussed the international financial markets: their state and prospects, current trends in the life insurance and pensions, motor insurance, new standards and challenges. Also were discussed ways to reform health care and health insurance, the security of nuclear facilities and their insurance, international practice of insurance intermediaries, the basic requirements for risk management in reinsurance, risk insurance in the agricultural sector, travel insurance and its importance for travelers. Performed in discussion Zaletov Alexander, a member National Commission for state regulation in the field of financial services; Vitaly Nechiporenko, Managing Partner Center business strategies “Perspective”; Andrei Zaripov, agri-Advisor, International Finance Corporation of the World Bank; Larisa Holozubova, vice president of LIOU; Andrew Peretyazhko, First Vice President of IC “AXA Insurance”, President UFU; Yuri Gryshan, CEO of the insurance companies “Illichivske”, President MTIBU. Also among the speakers of the conference – Oleksandr Babenko, Director General of the Nuclear Insurance Pool of Ukraine; Galina Kim, Director IC “Ukrfinstrah” and Kiyashko Anton, Director General IC “Neftegazstrakh.” The first day of the XII International Carpathian insurance conference continues in the form of business meetings.
February 19, the second day of the XII International Carpathian insurance conference began discussion on “Motor Insurance in Ukraine”. The discussion made Yastreb Denis, Member of the National Commission for state regulation in the field of financial services; Tatiana Botsula, Chief Consultant of the Committee on Finance and Banking of the Verkhovna Rada of Ukraine; Vladimir Shevchenko, Director General MTIBU; Vitaly Petrovsky, Chairman of the IC “Oranta-Sich”; Vladimir Hanchak, Advisor to the IC “Viena Insurance Group”; Sergey Avdeev, Chairman of the IC “Insurance Arsenal” and others. Speakers of debates outlined industry and considered solutions. Topic recourse payments in its report raised Natalia Ignatenko, a representative of the law firm A.S.A. GROUP.
Work of insurance conference continued roundtable “Modern technologies in insurance and their impact on the business” in discussion were MemberNational Commission for state regulation in the field of financial services Zaletov Alexander, director of “Choice Plus” Valery Suksin; Anatoly Tsytsyura, General Reinsurance (Germany); Paul Loznevyy, Director of «FLYRE»; Andrew Pedko, an expert in corporate governance, National Metallurgical Academy of Ukraine; Andrew Tagan, CEO «NEXSTEPSOLUTIONS»; Oleg Plahty, director of risk analysis and others.
Completed the conference round table “Effective management of insurance reserves, risk diversification,” in which the representatives of “ICU Ukraine” noted the importance of the choice of financial instruments for the insurers of their obligations to customers, and discussion “Forecasts of the global economy. State Realities and Prospects Ukraine in 2016 “with participation of Eric Naiman, managing partner« Capital Times »and Stanislav Dubko, CEO Ukrainian credit rating agency.
Among the immediate measures called President LIOU the need for amendments to the relevant laws and regulations of Ukraine. Among them – the Law of Ukraine “On insurance” in the new edition of the Law of Ukraine “On Medical Insurance” Law of Ukraine “On obligatory insurance of civil liability of vehicle owners”, the Law of Ukraine “On compulsory insurance of civil liability of the carrier for injury passengers “Tax Code of Ukraine and other laws and regulations governing insurance activities.
